I was curious about if I have a save file that I romance Garrus, can I tell Garrus that I just want to be friends and romance Liara afterwards in the beginning of Mass Effect 3?

yeah I know you have that option to break up with him but I was thinking after I break up with him, going over to liara to see if she might be interested in romance?

yeah I wanted to see if I can do that. I have a femshep that romance garrus but not Liara and I wanted to try a playthrough Romancing Liara. Also another question are Ashley and Tali romanciable for female Shepard?

Neither. Ashley is MaleShep only, and Tali is MaleShep only plus you have to had started the romance in ME2 to romance her in ME3.
FemShep can only romance Kaidan, Diana Allers, Samantha Traynor, Liara, or Garrus (if you started his romance in ME2). There's also Thane and Jacob if you started their romances in ME2, but...
