Liara acts as if I wasn't her partner on presidium commons

Makes no sense, when in prior missions she was swooning all over my shepard. Lol.
Is this a bug or an oversight? I don't mind if it is I just need to know, I could probably put it down to Liara's insecurity (saying friends just to triple check shepard likes her). But I hope I haven't encountered a bug and missed any contionuity arcs because of this?
Does liara always say "friends" on the prsidium commons when she asks to meet you?

My decisions about the concil? I thought that was a key decision in ME1 that surely crossed over surely???

In ME1, the final save is created just before the scene where you choose who to be councilor. So your choice doesn't end up being recorded. To fix this, they have the player re-choose at the start of ME2 during your very brief "interview" with Miranda and Jacob on the shuttle.

ok so what about Liara, is she supposed to act a bit stand offish on the citadel presidium commons? I just thought she would have already assumed a relationship given how lovey dovey she was prior to that scene.

All I can think is that Bioware just messed up with checks or didn't wanted to do alternative course of action for us (faithful to Liara) other than they give to those who cheated or even haven't romanced anyone at all (they just made game so that gamers who haven't played any previous games can romance her and this presidium commons meeting with her is the way to get her as romance option for them but it also seals the deal for us once and for all).

There seems to be a LOT of that... still clueless as to why in the hell me2's selection of anderson as the consilor would carry over... that's still not explained anywhere.
A LOT of plot holes and confusion in the game that doesn't make sense.... total non acknowledgement of discisions made throughout the previous games aside from some here or there.

I found Liara's dialogue odd but I was sure it was just an oversight. Now I might have to start a new game (import, that is) and edit the save at the very beginning to see if a couple more oddities iron out.

Meanwhile, the notes in the editor say "To count as romanced someone, check their romance flag and set the progress value to "4"".
However, I checked a character who romanced Ashley in ME1, and the progress there is also set to "6". This character romanced Tali in ME2, but I can't find any entries relating to ME2 romances.
If anyone knows how to fix this, please post the instructions. I had been under the impression that it was intentional rather than a bug.

IT MUST be an oversight, I doubt I would have had all the other options with liara at the beginning asking me if we were still together if I hadn't romanced her in LOTSB
