Perhaps, there was a race of synthetics that wiped out all organic life in the first cycle ever. Now this poses a question: does wiping out all organic life entail plants, bacteria, etc. or just sentient life forms?
The answer to which is irrelevant. If they allow non-sentient life to continue , eventually it will evolve into sentient life. If they eradicate all life, there will always be new stars forming, which will give birth to new planets, which may have the ability to manifest life, and allow life to evolve. Thus forcing the First Synthetics to never stop sweeping the galaxy to destroy organic life as organic life would be inevitable. Sounds a lot like Sovereign's little diatribe.
Let's suppose the First Synthetics come to understand that their primary objective (exterminating Organics) their reason for being cannot and never will be achieved. This could be one of those logic based critical errors that would make them destroy themselves, thus eventually creating a new cycle of organics creating synthetics which in turn kill organics; or being the super AI that it is would formulate an alternative. To reach consensus, new data would be necessary, observing the next crop of organic life would be necessary, which ultimately leads to organics creating synthetics which in turn kill organics.
This creates a problem for Synthetics1, as now there are Synthetics2, trying to control the galaxy. This will ultimately lead to the destruction of one, the assimilation of one into the other, or a complete merger of two entities into a new one. Repeat ad nauseaum until greater understanding of organic life, patterns, etc, allows for the culmination of the alternative: synthesis, organic-synthetic life. Or, necessitates the subtraction and/or addition of variables from/to the equation to retrieve relevant data which in turn could manifest into an anomaly: symbiosis.
Enter the first Reaper. Synthetic1 intervenes between Organics and Synthetic(n). Ultimately fusing organic life with Synthetic1 and/or Synthetic(n), thus creating the first Reaper. Repeat.
Suppose the Catalyst, is Synthetic1. Either it has reached it's final conclusion, which in the Ending of ME3 it states it has, or it is still running through possible outcomes like the WOPR, Joshau, in War Games playing tic tac toe. All previous renditions of society led to one outcome, organic destruction by synthetics, but we could be the galactic test in which the variable changed allows for organic-sythetic symbiosis, but our experiment has reached it's time limit.
