Personally I like that he has a different accent and doesn't sound like every other American/Canadian/British accented person in the ME galaxy.

Oh hell yes. Those three were the most untouched characters of the ME franchise.
I never liked Ashley (the racist) and I killed her off in ME1.
Miranda was obnoxious and I didn't give a flying f**k about her genentic engineering or her family.
And Jacob reminded me of Kanye "Fish Sticks" West, so I couldn't touch him. He seemed a little too whiny.

They were basically imperialists who flaunted their technological superiority, and let the weaker races either join them or die, which is totally not the impression you get of them in the first game. I liked the fact that the character added just that much more flavor to the ME universe.
I agree with this statement. I expected them to be some kind of peaceful, benevolent race, but they were anything but that which made them so much more interesting, I also like Javik as a character, and he was awesome in combat.

Javik's condescending and intolerant comments regarding other races is a bit off putting at first. However, I think that's supposed to play in to the revelation that the Protheans were really imperialistic conquerors who respected nothing but strength. As opposed to the scholarly, peaceful race they were believed to be.
He's just from a different time.

Voice didn't sound Jamaican to me at all.
He looked like the collectors so that was good. Not sure I understood why he was wearing armor that looked more fit for Dragon Age than ME though.
