An Xbox Live account is a must to download content from Xbox Live Marketplace. It can be either silver or gold which means you don't have to subscribe for Xbox Live Gold account and pay extra to just download 2 free DA:O DLCs.
Considering PC, yes, there is a place called marketplaces.xbox.com but it still requires XBL account plus it doesn't allow you to download any XBL Marketplace content directly to your PC. It just lets you do purchase DLCs and other things but you still have to download them via Xbox.

P.S. When you create new XBL account, I believe it gives you 1 month Gold for free.

Also concerning Blood Dragon Armor. Even if I buy PC version, I can use BDA's code later to download it for Mass Effect 2 Xbox 360 version can't say?

There's an in-game DLC downloader, I don't know if the purchase goes through the EA Store though.
Blood Dragon Armour can be redeemed on any platform, so if you're talking about the PC version of DA and the Xbox 360 version of ME2 then that's perfectly possible. I don't know if you can redeem it for the PC version of ME2 and then use it for the Xbox 360 version of ME2 though.

Um, I live in the Philippines, and we just got Dragon Age Origins today. Thing is, while the Blood Dragon Armor can be unlocked, the Shale code appears to be unredeemable, and I'm a bit worried that the code may either be invalid or not working in tandem with the site because I keep getting logged out.
Any assistance would be much appreciated.

On entering the game for the fist time, a large download lablelled ONX was in progress. I can only assume that this is the Stone Prisoner. It stlled at 66%. On quiting hte game and re-entering, this content had disappeared (i.e. did not show up in either the "Downloading" or "Installed Content" areas.)
Other downloads are also experiencing difficulty. The downloads seem to be erratic, stalling or staying at 0%. So far I've only been able to DL the collectors edition items - Bergen's Honour, Final Reason and Grimoire.
Of major concern is the failure of the Stone Prisoner to have dl. SHouldit appear in installed content? How do I go about retreiving it?

Got the same thing it errored and accepted at the same time. Game recognizes it though and is downloading them all, im just wondering how do we get the DA:Journeys items?
