I don't know if I have missed any in-depth discussion on this, but I'm surprised I haven't seen any kind of real how-to either from Bioware or here on the forums. I'm not talking about how to set up a preset, but rather, what are the most effective tactics sets?

For instance, just going on the default settings it would appear the standard methodology is something like this:

a) invoke any combat modes
B) conditional buffs and potions
c) use special attacks
d) Enemy, nearest = Attack

The last tactic is necessary so that characters will engage the enemy and not just stand around, and it's important that it is always the last tactic because otherwise nothing after it would ever get invoked in combat.

Also, while it is easy to set up a thorough script later in the game, early on there are often not enough slots to set this up. It seems to me the best approach is in reverse order, ie. an early script with, say, 3 slots would use maybe an enemy range condition to switch weapon sets, an enemy health >=50% condition for a special attack, and Enemy, nearest = Attack.

What do you think? Is this the most effective approach?

For many of the conditions it seems they are all just different ways of skinning the cat, so to speak. Do you have an opinion on what the best conditions are?

i actually have all of the characters with tactics set to create an assist train.

the tank chooses targets (usually nearest enemy) and everyone else has tactics that cause them to attack the tank's target. this way i can pick targets for the whole party while just controlling the tank, or if i take control of a mage or rogue to go do something besides kill the tank's target i know the non-controlled party member will still be safely beating on a tanked target.
