Has anyone found it possible for the game to realize that you won the landsmeet even when you didn't agree to support Anora?

In this playthrough I chose not to agree to support Anora before the Landsmeet. I still won 5 votes versus 2 for Loghain and the game still acted like I lost the Landsmeet(confirmed by the entry in the codex). If I reload an old save and agree to support Anora I can win the landsmeet everytime. This is a minor bug but it is annoying from an rp standpoint to do all that preperation for the landsmeet only for it to be all for nothing.
