i know there are excpetions, but if i don't know you, N7 level and gear is all i have to go by really.

As for the E-peen waggers, don't do gold. Filled with enemy spam that forces you to pigeon hole the class you want to play in order to survive, so lazy.

I'd feel inclined to kick the guy from gold, but I'd inspect his gear first. If it looks like he knows what's up, or at least seems to have a cohesive strategy in mind then I'd have no problem keeping him in the group. Silver? Old post, I know, but I promote a lot, simply because I like the challenge of leveling up. It doesn't have anything to do with my N7 rating (which I wish was actually a couple of hundred points lower).
Promoting allows you to theorycraft and try new builds all the time, without having to waste reset cards. And while I'm no expert, I think competing with low level characters is a good way to train and build skills.
Basically, don't assume.
To address your original point: I don't usually play gold public games, so I don't know how prevalent this is, but if I were you I'd just find another lobby, even if I had to keep looking. Decent people are out there, and most of us realize that this is just a game.
I won't play where I'm not wanted. Why would anyone?

We played with some ramdom asari adept in gold against Reapers, we needed 1 more so changed it to public and that person joined in a few seconds.marshalleck wrote...

N7 rank 87 or around that, forgot to check the gear.
As soon as the match started i noticed he was using a shotgun and geth assault rifle, so i can imagine the infernal cooldowns.
We got wiped at wave 4 i believe.
Nevertheless told him to change the gear to something that can fit the play style of that class. He went with the same 2 items :|
Wiped again, so... yeah... got kicked next round, at least i tried to communicate.
I'm not into kicking other players, but lower than 17 and using that kinda gear on gold, makes you wonder...

Because way too many "somehow" thinks that high rating equal skill, i've been in gold matches and more often than not they'll kick people with lower N7 rating just for the fact that in that particular kick they said outright that this person wasn't experienced enough even though he was N7 80 and the others where in 200 range.Prismvg wrote...
What I don't understand is why would you kick someone is he has a "low" N7 rating rather than the actual level of his character. Didn't happen to me (yet), but, for example, I've gotten to 130 N7 and it won't be going up anytime soon, simply because now I prefer to play only with the two characters I've worked to unlock (namely the Asari Adept and Quarian Infiltrator).

Same here. I like to level up different builds, so I promote.
I only kick if the player visibly don't know what he is doing, like adepts carrying a lot of weight. Some times I try to teach them why they shouldn't do that, but I'm not always in the mood to do so..
