Well, I don't think anyone really replaces a squad-mate that died in previous games... :/

Edit. Looked it up.
No one replaces Garrus. On Palavan, Liara doesn't go back to the ship stays with you the rest of the mission.

You where answered. He's dead. No one replaces him. You're stuck wth Vega and Liara until EDI shows up. Enjoy.

The real answer is no one. He's not plot critical, so he doesn't get a "replacement" like the council or Tali during the Rannoch bit..Getar wrote...

And I don't think anything happens, you just don't get Garrus on Palaven, obviously. Now, if you let Tali die in ME2, it's impossible to broker peace between the Geth and the Quarians, I think.

I don't know abotu Garrus, but Tali's aunt takes her place, not as a real squadmate but for the Quarian bit she chimes in where Tali would have.

dunno about garrus but if Tali dies you don't get anyone though Admiral Zen does periferal tech stuff on the Geth dreadnaught. Isn't an actual companion though.
dunno about Garrus can't let him die if I tried
