Not just Garrus, but how do you get ANYBODY killed in ME2. The choices are all so obvious, the character descriptions during the suicide mission literally tell you who to pick.

Will there be 4 random Alliance Soldiers , Edi , James and Liara ? Since if you don't have Javik some random Alliance guy will take his place for the speech.

No, you can only have a final speech with any living squadmates.

I've heard that if you have a low enough EMS, your two current squad members die when you get hit by Harbinger's beam.  I don't think anyone's been able to varify that though, the one person who's talked about it got his low EMS by manipulating his save file which may have screwed with something, so nobody's entirely sure whether or not that's supposed to happen.

I did a speed playthrough ignoring all the n7 quests and planet scanning and killed all the geth then I let the bomb wipe out thalf the krogan clans  so my ems was only around 3500 and only joker walked of the normandy after i killed the reaper.  Earth was destroyed by the reapers

You have to make some extremely poor decisions to have any less than all 7 squadmates make it through ME3. If you screwed that up, you don't get compensated.
