Server Unavailable (even when others are able to play online)

First post. Greetings.My sincerest apologies if something similar to this has been posted. Tried searching; there are some, but none as narrowed down as the one I'm experiencing.

I've been having problems with connecting to the multiplayer. Half the time, I always get the error message: "The Mass Effect 3 server is unavailable at this time". But then, upon checking my friends list, most (if not all) of them are online and playing in multiplayer.

When I am finally able to connect, the connection is pretty good. I hardly experience any latency. After a few matches, though, I will suddenly get disconnected. An error message tells me I've lost connection (though my Gamertag is still on) and I wouldn't be able to connect again.

I am running on a decent connection. My uPnp is enabled on my router settings. I've tried restarting my modem and my router, and clearing the cache of my Xbox 360 hard drive. No luck.

I would like to know if there's a known workaround to this. Or is this just a capacity issue? Meaning, if I keep trying, will I eventually be able to connect? Pretty weird that others are able to connect without any problems.

Found out a while ago that simply pausing torrent downloads and seeds won't cut it. I have to exit the whole thing. Weird. It must be using unseen bandwidth or something.

Think I've fixed this problem. Must be this, since I've searched far and wide, and I've yet to see the same dilemma. Will post again in a matter of days if this indeed is the culprit - just for the benefit of others who might get stuck with this, too.

Update: This did not fix the problem. I turned off all PCs running torrents, and I still can't connect. Friends are all online in multiplayer. I assume this is a regional lockout when the servers are full.
