When you get to Redcliff, you learn that Arl Eamon is being poisoned by Jowan. Confronting Jowan he said he was working for Logein, but pressed he said he never actually met Loghein.

So who are the prime suspects. Loghein, Anora, and Howe.

Who do you suspect is REALLY behind the poisoning?

If I recall correctly, the elf spy in the tavern says that Howe sent him to "monitor the situation."
But the templar in Howe's dungeon say that Loghaine's men captured him... I think?
Jowan mentions that he talked to Loghaine directly... he recognized Loghaine because he saw a painting of him before.
Loghaine says that Arl Eamon is a petty man and most likely knew that Connor was a mage, so Loghaine may have been aware of situation. That characterization of Arl Eamon goes against what Isolde says though. She admitted to hiring the mage herself because Eamon would do the right thing and send Connor to the tower. She also said that she didn't know that Loghaine would betray her.

So given all the testamonies, I think it Loghaine and Howe worked on it together...
