Germany is fighting a War in Afghanistan? Thats news to me, especially since they have at most a few thousand troops there, and they are mostly involved in peace keeping efforts.
The only nation truly involved in war fighting in Afghanistan is the U.S, and this shows by our troop commitment.
Article on modern day German Military which may be of interest.
The modern day German Military is less than a shadow of what it once was in the old days.

Oh, so you think I'm being dishonest do you? I admit the tennis player one is hard to substantiate, but the 100m dash isn't.
All you need to do is look up the World record for women's 100m dash (discounting Flo Jo and Marion Jones which are certainly the result of steroid use) and compare them to state records for young men.
As you can see, the times for even young men are much faster than for Olympic grade female athletes.

Germany IS fighting in Afghanistan, the "peacekeeping" is just bullsh!t the Government fed us because most Germans are a peaceful people and wouldnt accept our soldiers fighting the US's wars. And it was dropped years ago when the Government noticed that even the most r*tarded idiot didnt believe their excuses anymore.
We only have a few 1000 soldiers over there, it is true, but that doesnt matter; it is still a war they are fighting in.
As for being a shadow of its former self: Yes it is. And everyone who remembers WW1 and 2 should be glad about that.
