I've completed all the Hub Missions but this one. I've tried to complete it for over half the game. I did a search and there were a couple of posts that thought this mission had a glitch. I'm ready to move on to Act 3. What measure of success have the players had in completing this mission? Is there something special to do which would enable me to complete it next playthrough?

They thought that if you relog or reload while doing this mission it would be unable to be completed. I do a lot of saves especially before entering conversations. This was in the X-Box 360 Tech forum but there was also a PC player that was also having an issue with that area. I have swept that area over and over again, entered every room multiple times but no luck getting what I need to complete the mission.

I have the same problem, as well. Acts like I don't have any more "film" left, so I don't get any photo opportunities. I made two bad choices for photo ops and that did it, I believe.
Wish someone knew what was the variable to control that so I could use an editor on the save.

I don't think you can make bad photo choices. I always started at the memorial wall and ended at the poker table.
