The journal systems -do- work in the first and second games. As for knowing where to go, that's good if you're a marathon player like some of us, but a lot of the fans play for an hour here and there, and have jobs, and kids, and reponsibilities. I'm sure having a very basic system that does it's job would be great for those that take prolonged breaks.
Again, like in the last two games. The structure is all right there, but for some reason Bioware didn't see fit to use it.

My point about "knowing where to go " was about turning stuff in. Those folks do show on the map.
As for knowing where to go to pick stuff up, you typically don't know that anyway. The vast majority of the missions don't tell you where to go because nobody knows where the stuff is.
And for the ones that do tell you what cluster to go to... why does it matter? The only way I can see this being important is if, for instance, you're planning to do Citadel: Elcor Extraction but wouldn't be scanning that system at all if it wasn't for that quest. Otherwise, you know when you've scanned that system and when you haven't. But if you're doing fetch quests, surely you're doing the scanning too?
I guess I'm just not following what people are trying to do with the journal that they can't do with the map.
