I only have lvl 3/4 lockpicking on my 2nd rogue here and I also got Lethality (and have therefore been putting points into cunning) I noticed something
I opened some top tier chests already w/o having the 4th lockpicking and I know this because the chest behind the barkeeper in denerim on all of my other saves required Lelianna to have the 4/4 to open it
So , if I can open anything as it is should I simply just save the future talent point and skip device mastery? It seems theoretically possible that a rogue could get just the 1st of the 4 and pump cunning and actually save 3 talent points?

Yup, there's a thread around here detailing the numerical mechanics of lockpicking.
Something like 60 Cunning will open any lock for you and each rank of Lockpicking counts as 10 cunning.
IIRC the formula went like:
Cunning -10 + 10*LockpickingRank
With the highest lock at difficulty 50.
You can do the search yourself for the actual post.

Well 60 cunning is a bit , insane so I guess someone could get away w/ only ever getting the 2nd of the 4

So my 1st Rogue ever (Ranger/Assassin) , sucks ass I totally screwed her up because I had no idea what I was doing (1st playthrough)
My 2nd Rogue (Bard/Assassin) I made perfect and he tears through enemies like wet toilet paper , defeating even dragons in record time
Anyway I decided to remake my 1st Rogue , same look same race same everything except I made her origin noble instead of commoner
I picked deft hands as one of my lvl 1 talent choices , I wonder if I can get away with never getting any of the lockpicking beyond that one?
My last Rogue had 3/4 and could open everything , I'm thinking I could get by just fine with 2/4 lockpicking this time
I know I could do 1/4 , but my 24 elf rogue has 68 CUN at lvl 24 so... it would possibly take untill too far in the game for me to get every chest open with 1/4
2/4 can work right?

cunning-10+(deft hands level * 10)=lockpick ability. i think 60 is the highest difficulty.
traps are the same.

HAH I put my 1st 5 points into CUN to get a head start but JEEZ they were acting like they were practically blind
So restarting and putting 5 DEX as 1st stats lol , I know in the big picture it wouldn't matter , but it was slowing down the process of getting out of the origin quest ALOT (facepalm)

Is it at all possible that the 10 cunning per upgrade counts towards everything that involves cunning?

No, it's 25 for persuade checks. Check out the mechanics thread quoted above.Tonya777 wrote...
