I am trying to get an idea how to apply my points at level up, I am playing a Mage currently at level 6. I know I need Magic, Willpower and Constitution but I have currently been putting points into Magic with an occasional point in willpower. When do I need to stop adding to Magic? What is a good Balance of points to shoot for?

I wouldn't worry about constitution too much. If you're getting beaten on, you're doing it wrong.

I guess I am just wondering if I need to just keep adding points to Magic and Will power and leave the rest relatively low?, When do the points max out? Is there a number to stop at?

Max magic for your typical spellslinging mage, plain and simple.
You will have enough mana from levelups and equips that WIL is a waste, especially when magic improves your potion use. (lesser lyrium potions restioring 100+ mana for only 3.5 silver? Yeah, that's pretty damn good)

There's basically three styles you can opt for:
1- Focus exclusively on the Magic stat, and stockpile lyrium potions.
2- Split your points between Magic and Willpower, usually 2 for magic, 1 for willpower per level.
3- Split your points between Magic and Constitution and ignore willpower. Become a blood mage.

Note that those that are in 1 still make excellent blood mages. Just use blood magic only to cast blood mage spells, and the rest use mana.

I have noticed from other posts that where I wanted to take my DPS Mage is nowhere near what seems to be the norm for others. Guess since this is my first play thru I will find out what works for the next time around.

As long as you meet the magic prerequisites for your spells, your stat allocation as a mage is virtually pointless.

That's a boring answer. Maximizing spellpower means almost doubling spell damage, and Cone of Cold goes from "Russian Winter" to "Ragnarok" mode.

For all I know, cone of cold could do 0 damage and still be ovepowered.

I don't think there is a cap, Morrigan had like around 90+.

Ragnarok is typically associated with fire, not ice.
