I was thinking about Ray's statement and I wanted to play devil's advocate. I wanted to think about his statement from a corporate money-grubbing perspective with counsel from high-paid attorneys:
1.) Be vague.
Ray said in his statement that BioWare will provide "clarity" and "closure." Most of the news headlines (IGN, BBC, Yahoo, etc.) interpreted that information to mean the ending would be changed in a significant fashion. The news was shouted to the world.
However, change can mean anything. It can mean one additional scene or it can mean an additional one hour story. Based on Ray's statement, it's up to the news sites and the readers to determine what that means.
You have to look beyond Ray's statement to Twitter to better understand what BioWare intends to do. On Twitter, employees said nothing will be "changed." And that they don't plan to "necessarily alter anything."
So people that heard about Ray's statement and not about the Twitter statements might have higher expectations. That is misleading.
2.) Delay information.
Ray's statement said more information will be available in April. No one that purchased the game when it was released can return the game after the first couple days of April. If the information provided in April is not satisfactory, there will be no recourse for the customer. Amazon's return policy will have expired. So will Origin's exchange policy.
Also, sales drop quickly the first month. That means the first weeks are the most important for ME3 sales. If more people anticipate the game will be fixed to their liking, the more sales BioWare can expect.
Instead of clarifying their remarks now, they pushed them back to April which will provide more false hope to many gamers and more money in EA's pockets.
3.) Divide the fans.
We know from the BSN poll with over 67,000 votes that only 2% like the ending as-is. That means 98% don't like the ending as-is. While we know the vast majority of gamers on BSN don't like the ending, we don't know what was wrong with ending.
BioWare can use this lack of information to their advantage. It breaks apart the movement that wants change. We can no longer point to any evidence.
BioWare can assume that a bit of "clarity" and "closure" is what the customers want when in fact they haven't even asked us what would make us happy.
They may be listening, but they haven't asked what the majority wants changed.

BioWare is really in a "damned if you do, damned if you don't" kind of situation. They're in a lot of heat with the fans if they don't change it, and a lot of heat from the developer community if they do.
Really, the news about changing the ending is really blown out of proportion. The gaming media says they are, but in reality, Casey or Dr. Muzyka never explicitly said that they're changing the ending.
Possibly, through DLC, they will add portions of the game that will hopefully explain what, why, and how all the ending ends the way it does.
They're not going to change it.

Honestly I'm not sure I care anymore, my policy on Bioware will remain unchanged no matter what they do.
Future products will be viewed with suspicion. Promises will not be trusted.
But they can give me more incentive to buy ME 3 DLC. I honestly want to retake Omega, but I won't see the point if I'm just heading into that stupid railroad plot again.

I really get the impression that the indoctrination theory is true and they had already planned prologue DLC, but after the massive negtative response they didn't know how to announce that fact without pissing everyone off. Somebody needs to go through this new content and see if there are any particularly old files.

Ultimately, I don't think they're going to lose much sleep over what people on the BSN think. I do think that in the interest of fan service, they'll try to appease us somehow. Whether the community will be satisfied with that appeasement or not, I'm not certain. I think though that from BW's perspective, they think they did a great job and the 'professional' reviewers seem to affirm that.
Regardless, I'd like not to judge BW or Casey too harshly on this even though like most of the fans, I'm disappointed with this tidbit of news. It is sad that the trilogy ended on a sour note but let's not forget that Casey did bring us KotOR, Jade Empire, and ME awesomeness up until the last 5 minutes.
PS: Maybe BW/EA made all the reviewers sign an NDA and allowed them to play the 'Secret Indoctrination Ending' DLC and they gave it rave reviews based on that. Ofcourse, maybe the Council knew about the reapers all along and were planning... Oh wait... just kidding

I wonder that even if they add simple clarification are they able to consider our past choices. Or will they just skip everything that might not have happened, in which case there's really no point.
If they didn't consider it before they have hugeass job to go back and look at all the possible outcomes (Geth can be X, Krogan can be X...) and then adjust the "clarification"

If it were my game, I would probably add about an hour of game, and call it "Alternate ending".
