((I can't exactly search thoroughly, so I don't know whether this was posted before or not, sorry if it was.))
I think I found out why it happens. As long as the character background in chr files is set to Dalish elf (char_app > char_back = 1), the tattoo will revert to default.
So, apparently, there can be no Dalish elves made with the character creator that have custom tattoos. -.-
So, about the cause of the Dalish tattoo revert thing...

um you cant edit the character after you created it with CC inside the game?
guess you have to "record" your facial settings and make a new one if that is the case
