how do I get rid of extra weapons - is there a locker or something?

Go down to the Shuttle Bay. There should be a Weapon Bench near the console where Cortez tends to stand. You can select any of Shepard's weapon slots and either choose a weapon or set it to Empty and only carry the weapons you want.
