I am sure this has been asked before so apologies in advance. 

I hold the rest of the party, go into explore mode, while stealthy, and recon the situation. Now I want everyone to come to me. When I press 'move freely' they just stay where they are and do not come to me unless I go back to the group.

Is this normal?

try select all, then move your character around a little after hitting move freely.

I have had this issue. The main reason they stopped coming when I would switch to "Move Freely" was that I'd altered their Tactics to "Self-Wait," so "releasing" them just meant they'd wait there like I'd told them. Later I changed Tactics to "Enemy-Wait" instead and keep them on Cautious- more like what I'm after now, and they do come up when I "Move Freely" them... so long as there are no enemies.

Also, if I do see an enemy I just do what SuicidalBaby suggested- Select All, then click on a patch back out of sight of the enemies. Ground-clicking always brings them.
