I have her in 25% recharge gear on and all her skills are still at 10 seconds. I swear it was not that long last time I used her. Is my mind playing tricks on me?
Did they nerf EDI?

no they didn't nerf her, she doesn't have any passives that reduce recharge speed besides her alt. outfit(s) so her powers are basically at base speed(not very fast), on the bright side she gets a lot of passive that increase her power and tech damage
