I finished the game at level 18, and I thought I'd been reasonably thorough. So how is it that I've ended the game a whole 7 levels short of the limit?

Admittedly I didn't donate anything to my allies crate, but surely there can't be a huge amount of xp to be had from doing that?

I don´t think you can reach level 25 without cheating (using exp bugs/glitches is also cheating btw). I reached level 23 and did all sidequests and encounters in game (also got most codex entries, opened most locked chests and disabled a lot of traps). I don´t have warden´s keep though.

If you have warden´s keep and and donate even more to your allies than I did, you may reach level 24 I guess..

I was around level 24 at the end in my first playthrough I think. Did all secondary quests I could find, and was extremely thorough in searching areas and so on. Took all fights I could (find). Have both Warden's Keep and The Stone Prisoner. Donated a lot of money and equipment to my armies. :-)
Oh, and yeah - purchased the Archivist's Sash at Wonders of Thedas.

Get Activists sash at the wonders of theadas store in denerim and wear it everytime you read an XP codex or spot of interest

Do EVERYTHING , every sidequest and everythin

Killeveryone possible at all opportunities (For instance the guardian of the urn of sacred ashes.. kill him by wearing clothes through the flame and then fighting him , also kill people like the crow guy in denerim once your work with him is done , and so forth)

You definantley weren't thorough if you finished at lvl 18 , you must have done absolutley nothing besides the nessicary

I finish on average at lvl 23

Also be sure to do DLC quests and when new DLC comes out go back and do it with that character too

Closest I ever came is a lvl 24.6 mage who I'm hoping will hit lvl 25 once return to ostagar is released

Edit : Oh yeah always keep a rogue in the party and open all chests and doors and disarm all traps with them , throughout the course of the game a rogues trap disarming and lockpickings xp probably totals the xp of an entire lvl or two

Oh and I cheated to be lvl 10 before finishing ostagar on that aforementioned 24.6 mage , my non cheater but sidequest doing characters finished at 22&23 , and well my 1st playthrough character is lvl 20 because I wasn't thorough or anything with that one

Also the belt that you can get to add to experience when you get codex entries adds almost a level during the course of the game.

A bit pointless isn't it considering the final battle is already so easy on level 18

Yeah, I did the battle once at level 18 and found it incredibly easy, then at level 20 which was 10 times easier. My guess is that with my current run, which I intend to finish at level 21 or more, will be even easier. Why must the final battle be so easy? No super 2000+ damage spells from the thingy?

If you do everything (including the DLCs) you should end up at around level 23. But I don't see a way to reach level 25 without resoting to exploits or donating to your soldiers.

I have no idea how you ended up at only level 18. :)

I leveled to 24 on the defeat of the archdemon on my first play through. I have Stone Prisoner and Wardens Keep, but no, I didn't have the Archivist's Sash. I also got Traveler on my first play though, so it pays to do all the side quests.

'Traveler' is from "setting foot in every area" NOT "doing every quest in every area"

everyone will get 'Traveler' on their first playthrough if they do all the main story quests and recruit all the races/factions into their army

I'm not sure what level to reach but if this is your first play through you might find a lot more on your second. On my 2nd found a lot of xp I didn't before, did 75% of side quests the first time & this time I should reach higher than 21. I'm 18 at the moment & I still have to do all of Orzammar & then the main story from there. Random encounters, side quests, skill books, disarming traps, stealing, difficulty, giving supplies to your allies, & probably a few things I can't think of all play a role. Plus you have to consider how you play. I prefer to be good I doubt I'll every play a truly evil char just not in my nature BUT as long as I do not lose points with my party members I do start fights with any & all I can do get additional xp. So lots of things to be considering.

I'm sorry but that is rubbish, I completed the main questline, stone prisoner and wardens keep, the sidequests at orzimmar, elf camp, redcliff and some in deep roads, some chantry board quests as well and I only finished at level 19

Edit: no mages collective or the illigal guy quests though, and not many blackstone irregulars

For the people who haven't gotten very high - do you know that the bulletin board quests recharge periodically? It really threw me for a loop when I saw this. Also, it's not a quest, but you get XP for doing additional squad fights in Orzammar.

In general, while time consuming, it's best to run through every area with tab on, both during your initial foray and when you come back. You'll always find something you missed - codex entries, traps you didn't disarm, etc.

I just went to Denerim with Arl Eamon and I'm just shy of level 21. I'm guessing I'll be level 23 by the game's end.

not really Bioware quoted most ppl would finish 18-22, I hit 22 the first time without doinga lot of the stuff I'm doing on this play through. Just b/c you failed & can't level doesn't mean it's impossible!!!!!!!

Untrue. First playthrough I didn't get traveler. Was half-ass thorough and locked out some quests through dialog and whatnot. To get traveler you will need to do some sidequests which take you to new area's.
