I know there are tools out there that let you hack and mod Mass Effect 3 on the xbox 360 and what have you.
But right now I would just like to modify my saved games so that I can pick and choose what choices I made up until mass effect 3. I dunno if I would use a ME2 or ME3 saved editor and I dunno what program to use after I put my save on a USB drive.

If someone can point me in the right direction I would appreciate.

The first link is for the very rough Gibbed's ME3 Save Editor. It'll take a lot of time before it's actually up to scratch in terms of tickboxes to change the various ME3 story flags.

However, if you just want to choose your plot flags up until ME3, then you should hit up the second link for the most recent version of Gibbed's ME2 Save Editor. Modify your ME2 save to your heart's content, there's a ton of options for basically every importable plot option going, then when you're done, import it into ME3.

You'll need a program called Modio (don't have a link for that, sorry) to access your USB stick in the first place. With that software, you can extract the .xbsav file from inside your gamesave (this is the file you modify with the Gibbed editors), and then reinsert it when you're done. Make sure you click the Rehash & Resign button on the save before you put it back in your Xbox.

Rough instructions I know, but hopefully that'll be enough to get you going.
