I have know doubt bioware knows how to make real ME3 ending and have people to do so, they simply need to follow ME2 example and get writers that were involved in ME2 to help, no need to reinvent a wheel.
The problem is that those who were responsible for this current fiasco will fight it to death using any possible fears to derail it. They know that ME2 type ending will be enormous success and would reflect very bad on their career. When this much is at stake for them, they will not care about game, game fans, bioware or even EA profit, they will only care about themselves.

If they have enough influence, they may succeed or at least make sure the change does not address issues, so they'll have an excuse that the real problem are ungrateful fans.
