dunno how i did it but when i up my vanguard to restart from lvl 1, i saw i still had all the lvl 19 skills i had -76 skill points

any dev reply i don't want to use my vanguard only to be told i am cheating because i got lvl 19 skills but am still a lvl 1 !!!!!!!!!!!!!!!!!!!!!!
