I don't think there was enought time for Udina to have learned of the females, tell Cerberus, and for Cerberus to get there before the females were moved.
Otherwise I would say it was him.

No, the only thing we know for sure is that Udina tried to stage a coup to force the Council to aid Earth. He was not a friend of Cerberus nor would tipping off Cerberus about the female help his ultimate goals, namely saving Earth.
Also, the only people who knew about the female were Wrex, Victus, Shepard and the Dalatrass (and of course the STG). Out of those 4 persons only one would have any reason to kill the female.

Of course EDI says that all bugs were deactivated, but EDI was also built by Cerberus.
Further more, EDI is wearing an Edga.. sorry,Eva suit. And late Eva Core was a Cerberus android.
EDI can claim that she/it? is innocent ,but we know better. When collectors tried to hack the bloody thing, cerberus defences worked.

Plus, she drank a bottle on the Normandy when it was still a Cerberus vessel full of Cerberus eavesdropping devices.
You should assume that the Illusive Man knows everything that took place on the Normandy during ME2. Everything.

This is one of the central points of the game though, isn't it? Shepard is trying to unite the galaxy against the Reapers, but everyone has their own agenda that they prioritize over, well, living. The only real heroes seem to be the Turians, and even they're not totally innocent.

Also, even with Udina as a mole how they sneak past salarian navy to their homeworld? Sur'Kesh is a bloody salarian capital! Salarians boast finest intelligence in the galaxy.

Very well, so Udina gave Cerberus Intel in order to gain strength and power in the Citadel and on the Council, and eliminate the Shepard threat, and leave Cerberus to deal with the Reaper Threat, because Shepard and the CO. was a risky-shot to pull it all off. Very logical.
