His survival is based on whether or not you convinced him to take a break and go to the citadel, as far as I know. Either way, yes.

lol Steve survives if you talk to him enough in the Shuttle Bay. I think it's if you do all the side things too..like meet him at the ship watching thing on the docks...meet him at the bar, etc. If you give him enough attention he lives at the end.

I really dont understand why they made such a reaction for some character that is completely new. I mean i understand if someone made him his/her LI, but he was just my pilot. that is all.

He has his own little plotline. You have to encourage him to get over his dead husband or else he dies.

There's actually a few wierd little details in ME 3. Like I noticed if you save Kelly Chambers in ME 2...she has an appearance in ME 3 also..and she can live or die.
