No, I think male Shepard says that as long as you're friends with him. It is odd, though. When I played that bit, I actually wondered if the game had bugged out and was giving me romance dialogue (especially when he says "Anything for you"... Um, ok, I just think you're nice, buddy...?)

It didn't seem that out of place the first time I played. My shep was friends with him and I had James with me, who also seemed like good friends with Steve based on all the banter in the shuttle bay they had. That Ashley part though, that was gold.

I just don't understand the hate for Steve Cortez. At least he was tolerable. I wanted to kill EDI and Vega off throughtout the entire game. God, they were so annoying.
