At first glance you would think it is a VI, but shepard doesn't ask Tevos about so I'm gonna assume it was a VI until said otherwise, although the fact that she has been given permission to stay on the citadel the moment Aria asks makes me wonder if it was a VI or Tevos herslef but who knows?

The scene plays out the same if Tevos is dead and Irissa is the councilor. I think it's more just Aria's one rule extends far beyond Omega, as Shepard comments.

There's no way it was a VI guys. The image of Tevos punches in things into a computer/omnitool and all of a sudden the Immigration Officer gets a notice on her omnitool saying the grievance has been handled. A VI wouldn't be able to hack something with Council level clearance lol

aria has some serious power, she lords over millions of people, and has a fleet of pirates paying dues to her. If you want something done in her sector of space , i would say you have to go to aria to make sure it does not meet with.....erm....complications.
