I've yet to hit an enemy at anything other than point-blank range with any aimed power (Concussive Shot, Pull, etc). They no longer seem to curve into their target like in ME2, to the point where they're almost useless for anything other than very close combat.
Please address this in a patch at some point.

Yes, it frustrated me during my infiltrator playthrough and now vanguard playthrough. Couldn't arc the incinerate, and was disappointed that I couldn't play around with my powers as I used to do back in ME2.

I have no issue when I play, you need to have the orange outline on a target for the power to "lock on" something.

I have the same problem as you - aimed powers (warp, throw, incinerate, cyro, etc) dont work as they should both in SP or whenever i host a game in multiplayer (if im host - NOBODY in game can aim thier powers as they should be able to) while it works completly fine whenever i join someone else's game. I really would love to know if there's any way to fix this annyoing bug :/ Tried reinstalling the game, downloading a fresh copy via origin and nothing seems to work. I've had no such problem in the demo (both SP and MP).

Those powers (incranate and warp in my situation) also works like ME2 in Multiplayer. However those powers have very long aiming timer or something in ME3, I guess. I still have them on my characters but don't use them unless they are facing less mobile enemies. Instead of curving like ME2/MP in ME3 those powers just goes straight forward if your enemy moves to side.
People say dodge/roll makes things harder but same with husks. Also on MP warp follows enemies even when they try to roll. If you hit them mid roll nothing happens. If you timed your shot you can hit them when they finish rolling.

I haven't encountered this issue in SP nor in MP.
I remember just spamming the double throw in singleplayer all the time, it's all you needed the entire game because they would 1 would go for your locked target and the other would find a target on it's own, same for pull and warp.
tl;dr: Haven't encountered the problem.
