Bioware calls them 'cowels', and they're frickin awesome. When you don a 'cowel' it makes your character look like he or she is wearing a wearing a full length robe from head to toe. It makes the mage characters look a lot less stupid. It's just a neat addition, and one that I'd been hoping for.
Nice job Bioware!
WOOT! Our characters have hoods for their mage cloaks!

I believe the spelling is 'cowl'. I think the first place you can find them is in the Circle of Magi, or if you do a certain quest, in Ostagar.

Most of the cowls you find early on make you look like a freaking moron or more specifically, one of the Coneheads from the old Saturday Night Live. I hated them until I finally found some that were a little more stylish. I still wish I could hide them though.

I wonder if OP means this:

The hat is a cowl, but only sits on the head. The robe is a separate piece.

Yeah, if he means those I've got a few already - but the wording suggested a FULL cloak/hood outfit going on hence my curiosity.

I put her in one of those and some fancy magical robe that dropped. They are really powerful but she looks so silly I keep expecting her to approach me and ask if I would like her change into a chicken costume next. I was cautious about the whole getup because I thought for sure I was going to loose her loyalty bonus skills.

I don't know what items you've found, but every bit of mage gear I've come across looks like they stole it from a gay pride parade.

Morrigan and clothes. That's funny. Esp. later in the game when she complains that the servants keep offering her a change of clothing!
