It's a prothean sphere which reflects the amount of information stored in it by expansion methods.

Large information is released by a large pulse that drains the physically-allocated information in it.

After, it remains in a basic sphere form that can sit on a desktop, logically if one knew how to refill the sphere, they could use it as storage again and it would become large depending on the amount of information stored in it. The reasoning behind this type of storage must be due to the massive amount of storage possible rather than just on a data card of some sort.

Anything mentioned in the entirety of Mass Effect that couldn't be boiled down do an abstract numerical value and filed under the heading "war assets" is completely forgotten come installment 3.

Javik talks about communication being through images, he also has a 'memory shard' in his quarters.
In ME1 it is clear that when you touch it Shepard is filled with images and thoughts.

So best guess would be is that it is a large 'memory shard'.

Javik could have told us... If they'd left it in the game. **** knows where it rolled off to, if I was Shepard I'd be really pissed at people scattering my belongings all around the bloody ship, took me 45 minutes just to catch my space hamster.

Finding that bloody thing in Firewalker I thought "hell yes, this thing is going to be really cool and helpful come ME3"

Also, where did it go? It was in Shep's cabin as far as I remember. Did it get mistaken for a goofy paperweight and end up in a waste-paper basket when the Normandy got refitted?

Why would you? The device no longer stores information, the pulse was harnessed by Cerberus intel. What else are we supposed to do with it?

It probably got transferred to R&D.

It's NOT a plot hole. It's an unresolved plot thread, one that is remarkably unimportant. If they cut the whole thing out, the story would still make the same amount of sense as it does now.
