Was Saren the next Cycles Collector General?

So i know a lot of people "felt bad" for the Collector General in the very end of Mass Effect 2, what with his being abandoned by Harbinger.
Knowing that Collectors are the developed husks of the Protheans, we notice that the General is quite different in body shape...was he/it an amalgamation of species like the Krogan/Turians of this Cycle?
Maybe.
I have a theory why he is different.
The Collectors, back in the Prothean Cycle looked largely the same, yet they were covered in the very visible signs of huskification. Lights and glowy bits all over with pipes and whatever else too, much like this cycle's Husks. The animations of the Prothean husks are even the same as Human-husks of this cycle. They act like shambling zombies unable to operate the machinery or weaponry they are seen doing as Collectors.

So eventually the Husks of Protheans developed to be what we know and face in ME2. Mordin even says as much when describing collector biology/society/creativity."Dead. No better than Husks."
But still the collector General is different...it is not Bipedal, seems much larger in size (its head looks big?) and can act as a conduit through which Harbinger can control other Biped Collectors, boosting their stats and giving them Biotic Abilites.
From Javik we know that Biotics were usable by Protheans, and it may have been something they all had we dont know. I would think they all did, as that would help greatly with setting up early Asari history.
Collectors however dont have biotics unless under control of Harbinger-or at the very least they cant access it because they have no willpower or individuality.
Now....Did Saren have Biotic Abilities from birth? He is the only Turian we know of to have Biotic abilities...and he was "upgraded" by Sovriegn's Reaper Tech.
Saren was Soverigns figure to ASSUME DIRECT CONTROL of and when we see the extent of his "upgrades" he looks quite different to the other turian Husks/Marauders we see in our cycle.
In ME 3 we even learn there are always sides of a race that fall to indoctrination and think they can control the reapers. the Illusive Man is this for Our Cycle.
The Collector General could have been the Prothean's betrayer....their Saren/Illusive Man. Saren appears different to other huskified Turians because he was going to become the next hub for the indoctrinated slaves when the next Cycle comes around.
Saren was chosen when there was no stand out race saying "Reaper Material",  just as the Protheans were not Standing out as a worthy race to build a Reaper.
That little sad look on the Collector Generals face just seemed worse when i thought of this.
Chances of there being any sentience left in it would be slim, but still...i think thats the fate that was awaiting Saren had Shepard not intervened.
