In my personal opinion the Stargazer scene was never really thought of being in the ending.

But Bioware got Buzz Alrin and they wanted to plop in the cliched, "billion worlds" line.  It's not the first time has been used in a space opera type setting and it has been used by several other people in writing the past few of decades (looking at you Howard the Duck).  


Bioware probably just thought it would be cool to toss him in there.
