Please elaborate... what is the problem, that the slider wont move? Or, that you move it but the eye colour doesn't change? If you import a character from the character creator, you can't change anything except the voice and the portrait, if you do the character will reset into one of the preset. At least, that's how it is for me. If that's not the case, then maybe your graphic adjustments are too low? That causes all eyes to get black, sorta.

I expect you have lowered your graphical settings and the textures have too low resolution to actually display the changing eye colour.

try upping your settings and see if that helps

you need at least "medium" or even "high" (don't remember exactly which one) graphics settings (the first slider on the right of your "video" options screen) in order for eye colours to be anything but black.

Here's the same character with low and high graphic settings (Pictures were taken over the course of a playthrough, so they're not in the same situation...):

The two cards named as minimum for the game represent two different reasons for the eye color texture to fail.  The Medium textures are larger sized computer files that the Geforce 128 MB video card has too litle VRAM to work with, therefore that card displays the dark brown eyes (supposed to be that, not "black", but they sure LOOK black).  The Geforce minimum is actually too slow for the game anyway.

Unlike the Geforce minimum, the Radeon X850 cards (there were two kinds) were in fact VERY FAST cards for their own era, back in 2005 or so.  However, they got caught in between the changes from Dx8 to Dx9, and from AGP to PCIe, and only made part of the trip.  nVIDIA and Microsoft were in a major argument about the cost of the graphics chips for the original Xbox, and Microsoft accellerated their development of the Xbox360, on which ATI had the graphics contract.

Only the X700, X800, and X850 got any part of the SM-3 pixel shaders that were in the upgrade to Dx9, and they didn't get the full complement of functions, stopping with Dx9.0"b".  As a result, those cards can't render the colors involved in this game's eye texture libraries.  Settings for Medium or Large textures won't work with the X700 through X850.

When the game's own configurator chooses the Small Textures, it probably means the graphics card is slow and weak, not that it only has 128 MBs or RAM or is a video card as outdated as the X700 is.

Don't worry, you are not alone with this issue.
