I think Liara's voice suits her fine. She's not all excitable like Tali. She's not all Cool Dude like Garrus. She's solemn and introverted. That's the voice she has because that's the character she is.
Looks like Liara took voice acting lessons from Shepard

I thought Ali Hillis did an amazing job. The scene with Liara and Javik arguing had some really good voice acting. Also note that she has much more dialogue than other characters (at least it felt that way, not 100 % sure), so that could possibly affect her performance.
Liara for the win! :-) Loved her character and personality in all three games; in ME1, she was cute, adorable and shy, in ME2 she became more independant and confident, whereas in ME3 I think we see a whole range of different personalities from her. Looking forward to the comic!

As a sidenote: another reason that Liara is awesome is that she is one of the best squadmates in all three games, gameplay wise. Her biotics are so useful (I always play insanity)!

I never trusted Liara in ME1 until I killed Benezia, just sayin...

Disagree. I've only played 3 once, but I thought she was convincing enough. I thought she was going to rip Javik a new one after Thessia! In base ME2, her voice acting did leave something to be desired, but LotSB was pretty good. In ME, she was just too cute, I always have to choose her.

They hire her because she could do that deep, sexy voice. I guess the trade off to doing such a voice is the monotone.

Edit: Also it's quite obvious that her voice was made to be like this on purpose. Just search for a demo reel of the voice actor and you'll know how well she can perform.

I actually really enjoyed her VAing, but there were moments in the beginning of ME3 that sounded somewhat monotone, more so Mars, progressing further into the story, she tends to develop more - especially after Thessia and her reaction to not just her homeworld falling, but Asari history influenced by the Protheans. She delivered with that argument against Javik and I loved her gift scene near the end of the game.

Far as I can tell BeDotWe is right - Liara's voice goes like that on purpose. She'll comment on a great tragedy without any detectable emotion, then bring up a smile and actually sound happy when trying to cheer Shepard up. Seems the character has a hard time to really feel anything for people she's never seen, and she's not trying very hard to cover it up either.

A lot of her scenes were fine, but many times it sounded like she was sighing her words or something like that. It sounded off-putting.

I think all the VAs in the ME series should stand up and take a bow, because they were all brilliant.
Apart from a certain journalist in the engineering deck.(But she isn't a pro, so its understandable)

My complaint isn't the emotion conveyed, but that her voice sounded faked, like was really Ashley just trying to talk in a different tone because they were just a little short in their budget so they had to double up actors. 
"That is a joke" - EDI.. for all the people I know would rant on about that first paragraph.
Anyhow, her voice just sounds very.. akward, and not like it did in the first one. Did they change actors and the new one just had to try to sound the same? I'm not sure what happened, but if you play the first game and then the second or third, they sound incredibly different.

I like Liara's voice and I'd agree with others that say the way she speaks is part of her character. In ME1 speaks with no contractions (like EDI or Data) which obviously isn't accidental it's part of her character. Liara is socially awkward and her voice reflects that.
