I gotta say Samara... You could get to the very brink of a relationship in ME2, and she even states something along the lines of things being different, she would have, but instead she withdraws...
I was also half expecting something to emerge between Shep and Aria, might be a nice addition to the Omega DLC perhaps?

Most of my FemSheps end up with Liara, but I've got to admit, I would have done another run if there had been a FemShep X Joker Romance option in ME3. Also would have done one for a FemShep X Vega. I do have one FemShep X Kaidan ME1 FemShep X Garrus ME2 run that's going to stay FemShep X Garrus in ME3 if I can ever convince myself to do the import.
My one and only BroShep is Ashley ME1 and Miranda ME2, and will likely stay Miranda in ME3, if I ever bother. I really don't care for BroShep, so I may never do that run.

Bioware even teases you by letting you flirt with Joker in the bar.
Apparently only the chain of command stops him from 'rocking your world'.
