If you can't tell that the Reaper at the end sequence is Harbinger, then you haven't read up on the differences between him and normal Sovereign-class Reaper's. Notice the eyes (like on the Collectors when they get controlled by him) and the 4 "legs" compared to the standard 5.
I feel that he is the "leader" of the Reapers in the fact that he is a central figure. But either way, I agree that he didn't get enough screen time and that given the fact that he had such a large role in ME2, to cut him out like this, and without ANY dialogue, it's such a disservice to us as fans. I personally really enjoyed his role in ME2 and was glad to see a deep story with a Reaper as the focus (as in ME1). But what they did in ME3 with him was bad.

Uh? He releases control from the Collector general after no direct confrontation and then leads the Reapers to the Milky Way from dark space. How does that not establish him as the villain? If that wasn't enough, Harbinger then has a one-on-one conversation with you in Arrival as a final warning that council civilization is doomed. Illusive Man being the main antagonist made no sense because he doesn't represent the Reapers in any way. He's a B-villain at best. The Reapers had no face in Mass Effect 3, and that was due to the lack of Harbinger.CrazyBirdman wrote...

In contrast to Sovereign he just was a normal monstrous Reapers for me who happened to execute the plan with the Collectors. Codex aside he was never designed to be a main antagonist for a whole series. The Illusive man being the last true encounter fits better I think.
