No it's just a conversation with garrus after palaven, even if you have Liara as a LI you still have that convo, basically she says to garrus that what happened at palaven was pretty rough and if he wants to have a chat, the garrus says that he wpuldn't feel good by talking about it.

the rugs part it's just a analogy to taking a blanket,drinking tea and having a chat, nothing more.

I wanted those two to hook up....:3 in my head they do, ahahah...sorry Liara fans (only if you don't romance her obviously). Since Asari are weaker biotics than protheans...heck the protheans gave them pretty much everything, I wonder if they will be the only species other than asari that breed true? Nope, I really don't buy it. The only time my FemShep was a little worried about Liara was in ME2 before she had a chance to talk to Feron. Couldn't help myself about that one, she was so hellbent on saving him that I thought that there perhaps was more to it. Luckily it didn't turn out that way =)
