Grouped by element:

Enchanter's Staff: Ice
Wintersbreath: Ice
Staff of the Magister Lord: Ice
Shaperate's Blessing: Ice

Oak Branch: Nature
Sylvan's Mercy: Nature
Blackened Heartwood Staff: Nature
Darkspawn Staff: Nature

Lightning Rod: Lightning
Heaven's Wrath: Lightning
Harrowmont's Staff: Lightning

Magister's Staff: Fire
Torch of Embers: Fire
Pyromancer's Brand: Fire

Magic Staff: Unknown
Acolyte's Staff: Unknown
Piece of Wood: Unknown
Malign Staff: Unknown
Staff of the Ephemeral Order: Unknown

Regarding Unknown. I am 99.99999% certain this is Spirit. Basically there is an override that most staffs use, which refers to a 2da with a bunch of elements. Spirit is not among them, so presumably they default to spirit. The "Unknown" staffs were all ones with no override. It seems I was wrong about the tier having anything to do with it. Staffs appear to default to Spirit damage, which can then be overridden on an item-by-item basis.

Can spells like frost weapon turn the staff into that element?

Hmm now I think of it those spells don't apply to ranged weapons.

@ Matt

With the Warden's Keep DLC, another staff called "WInter's Breath" was added. I'm pretty sure it is cold damage. (Description says radiate cold, looks like blue damage numbers, etc)

staff damage is not by material type. its different for each staff and there's no system to it. consult various databases or test in game. just look at the color of the damage

blue = frost

yellow = electric

green = nature

red = fire

a white projectile is probably spirit, which is different than the color of spirit damage from spells (dark purple).
