People should stop believing adverts in general. And what you get from any given company in the prerelease phase of any given product is nothing else than PR and advertising hype.
So I don't think Bioware owes and apology, since they only did what everyone does. Problem is, even after the barrage of everyday advertising people are still joining the hype.
When DAII came out and people were (rightfully in my opinion) apalled, those same people hyped Skyrim without having anything besides the developers making fancy speeches. Then Skyrim came out and people started complaining about how unfinished it seemed. Again, the were right in saying so, but wrong basing their expectations on PR BS.
Same with ME3. I warned against the ongoing hype some six months ago, but everyone told me how great that would turn out, since the developers had said so. And now take a look, again rightful complaints, but again those same people based their expectations on adverts and fancy speeches without having seen the real deal.
