It's from the Ashes DLC mission. You have to take Liara, but you can choose the other squadmate.

I like the scene where Liara makes the time capsule and Shepard tells her to make Shepard seem inspiring.

Yes, Anderson's "You did good, child." (for FemShep) made me tear up even more than Mordin's "Had to be me, someone else could have gotten it wrong."
