If i remember correctly the merchant in Dust Town has them, together with other trap/poison making things.
I may be confusing them with trap triggers, though.

Didn't find any "Farmer" in Lothering. Did find two other merchants, but they had none. Here's hoping for Orzammar then...

The Farmer is inside the tavern. He is the one that gives the Poison Trap Quest.

Didn't have 99x Metal Shards though. And he has a name. Something with "B"....

Alimar only sells trap triggers in unlimited quantities.
I don't think there's a merchant that sells unlimited metal shards. Of all the merchants I encountered, Janar in Orzammar had the most shards at ~ 10 or so.
Edit: not Owen.
I don't have a save for Old Tegrin, but does anybody remember if he carried metal shards?

Heh, well not the caltrops, claw and shrapnel type traps. I don't think you need metal shards for the spell type of traps though i.e. gas, fire etc.
