If you make a Newgame+ from an ME1->Me2->ME3 savegame (so if you took a newgame+, and AGIAN newgameplussed it after that godawful ending) Would you get to keep all your weapons and armor, or do you have to buy it all again?

Most things carry over. Your armour, weapons and weapon mods definitely do. Items like your fish I'm not so sure about.
