He doesn't seem interested in pursuing that purpose anymore. If he was, he wouldn't tell Shepard anything in the endgame -- he'd just let him wander around confused for a few minutes until the Reapers destroy the Crucible.

We don't know who created the object. All we know is that the Protheans improved on a design left behind from a race millions of years before the Protheans. Considering that the Star Child is an integral part of the device, it is reasonable to assume that the device was provided by whomever designed the Star Child as a way to defeat the reapers.
