You're wrong, Shale's quest can be done at any time after the Anvil.

If you have already destroyed anvil talk shale in camp she should mention something about wantin to visit deep roads, then go Caridin's cross where Shale remember about the way to the thaig and it shows on your map.

What is left is : Go to redcliffe for final battle (Some xp from darkspawn in the town , and in front of the castle) and then its off to the final segment of the game
I have LITERALLY no quests available besides the final onslaught anymore , I made it a point on this save to do literally every single quest there is because I want the Traveler acheivement that has eluded me in the past 4 saves
I also want the bragging rights of saying I reached level 25 on a character , which I intend to do
I assume I absolutley will be at least lvl 24 complete minimum after this is over with , and I'm going to spend almost all of my money on elfroots so that I can donate my way to lvl 25 if I don't reach it w/o doing that

Assuming the XP reward for a full stack of Elfroot is the same at each level, it takes 217 stacks, or 130 gold at the dalish merchant to take you from level 0 to 25. Reminder, you can't buy elfroots after the main battle.

It's been stated that it is impossible without "cheating". By Developpers.
"Cheating" is using ether the Grey Warden blood exploit in Ostragar, wich I consider cheating since it lets you turn a quest in as many times as you want.
The other "cheat" is turning in infinite elfroot for the Dalish Elf allies, there's also an infinite gold cheat as well.
I can't honestly consider ether of these cheats. The first is a bug, so falls under "exploits". However the second is just plain bad game design/oversight on the part of the coders who did this.
What is that blood exploit in Ostagar? Never heard about it.
When you have the quest from Duncan to go into the wilds for the Vials of Darkspawn Blood and to retrieve the scrolls, get the blood and return to Duncan and tell him that you have the blood but have not found the scrolls yet, he will let you keep the blood but send you back to find the scrolls, you get XP for the quest and as you retain the blood you can do it again and again.
Yes i tried it! I'm so ashamed.
Don't be ashamed. I just used the console and felt no guilt. Between work, marriage, and other stuff. I have no time to feel guilt over "playing it the right way"

I just entered the final battle (Did every single quest in the game prior) and am lvl 23.9
Meaning I will come out of this as lvl 24 and some fraction into 25
I have 50 stacks of 99 elfroots ready

After turning in 50 stacks of 99 elfroots I turned lvl 24.35
I don't beleive you about 217 stacks being 0-25 , if 50 stacks can't even do 24-25
