I know that you don't need to split potions etc since they can be placed on each character's quick bar.
However,
I have a cakeload of fire arrows that I want to split between two
characters but they are just in one big stack. As far as I can tell
they need to be in the quiver slot for each character but I can't
divide them.
Am I missing something, or did the developers?

I've yet to find a way to do this, short of selling some to a merchant and buying it back.
