Notice how many red phone boxes there are in London?
Even in our days there's not so many of them, and in age of omni-tool communicators?
This points that Shepard is so drunk that he assosiates London to Big Ben and red phones only.
His mind tries to comfort Shepard. "Relax, you're in London, see all those red phone boxes? And Big Ben? Yes, London, you're not lost."

Guys, guys. The Indoc. theory is nothing but a part of Intoxication theory! 

Shepard knew about indoctrination, and he was so wasted that his mind tricked him into believing that there's a conduit, citadel moved to earth, and Reapers want to indoctrinate him. Lated he saw a ghostly kid - a perfect example of a drunken nonsense, and if he chooses o kill the kid via Destroy, he fights the alcohol influence, and wakes up almost sober. If he does not fights the kid - that means that he's still too drunk, and his mind enters a dreamless phase of sleeping.


I just can't stop laughing while writing this.
