Or both. In my first playthrough I lost the vote at the Landsmeet, had to fight with Loghain & his men -- and then had to do 1-on-1 with Loghain to establish Allistar as king.
In my 2nd playthrough I supported Anora & asked the right questions at the Landsmeet. This time I WON the vote and only had to do the 1 on 1 duel with Loghain.

When I talk to Leliana in Orzammar she only talks about the great architecture and that's it. When I took the quest from the nug-wrangler she only remarked she thought nugs were dirty. When talking to Idle dwarf there is no option about nugs. Is this a bug? or have i done something wrong? Does it have to do with Leliana's approval? (it's at Neutral atm)

Yes, you can.
As long as you have made a save before you have done anything from the place you start.
I have done the same, and it works great.

@gulaman - I got the picture, and I stopped talking to the guy. I just went for the chest. Finally when the entire line was over, he pulled me aside and initiated the convo. I suppose it was easy to mess with. I wish they'd make them more bulletproof than this.
